every teenage girl will go through a stage of wearing too much black eyeliner, goth or not. using too much eyemakeup can lead to cysts called milia (which are tiny little white bumps around the eye you get from too much being piled on on that delicate area).
i think for a 13year old, full-on black eyeliner could be too much. you just try just wearing a little bit and then smudging it so that it looks you have more on.

you arent an outcast unless you want to be. if you go around claiming youre an outcast, then you will be rejected from everyone else and then youll be stuck being something that you didnt want to be. if being an outcast doesnt feel right to you, you dont have to 'become' one.

hi im 13 too :)
i dont know if this is going to help but maybe try wearing this makeup to school instead if you want,,
foundation and face powder
liquid eyeliner on your top lids and crayon on the bottom
mascara
blush
and foundation on your lips or a pink lipstick with a coat of clear lipgloss
xx

Goths can never wear too much make up

My friend is a serious serious goth, and everyday he wears white liquid foundation and white powder all over his face, neck and hands, thick black eyeliner around his eyes and also on his cheeks, and red liptint round the edges of his mouth, and sometimes black eyeshadow XD

well aslong as youre not layering on foundation too, cus you're skin in going to be trashed by the time youre in your 20's especially if oyu dont remove it properly, and most people dont. it takes a good 20mins, to remove it, then remove it again and then tone, wash and moisturise.

If you are wearing all black and thick eyeliner you are trying to be an outcast. And yes that is way too much makeup. At your age your skin and face is fresh and doesn't need anything to enhance it. You should be learning to take care of your skin, washing it every night and putting moisturizer with SPF on it in the morning.
