Well if you both are really emo then you should already have the same interests like, music, skating, clothes, etc. So just go up to her say hi and introduce yourself. You can ask her something simple like so what town are you from? Remember she's a girl and new to town so she should be more than open to meeting a new boy who seems interested in her.
